New performance script on HLRB2

[LRZ aktuell]

"persystreport" has been installed and is available for all HLRB2
 users. Performance properties have been defined so users can check the
 performance of their applications.
 
 Issuing "persystreport" on the command line will generate a report of
 performance properties of your recent jobs.
