Upd:HPC Systems: Ultraviolet returned to user operation

Update: Both partitions have been provisionally returned to user
 operation. However the exact cause of the most recently observed
 instability is as yet not known. We've therefore added some monitoring
 to better observe system behaviour.

 Dear users of the cluster systems at LRZ,
 
 The Ultraviolet systems have been running into stability issues in the
 last few weeks; we've now taken them offline for investigation of the
 causes of this instability.
 
 We'll keep you updated via this document. Apologies for the disruption
 of this service.
